Solar farms

Ground-mounted solar plants: fire study, detection and suppression in inverter stations and substations, extinguishers and signage, under Circular 60013/2026.

What we install & maintain

The systems for this type of space

A solar farm usually runs unmanned, far from the nearest fire station and often next to forest land. Since 22/10/2026 a dedicated Fire Service circular applies to ground-mounted plants, and existing plants have three years to adapt. We handle the fire study together with the Fire Risk Assessment Study, and the supply, installation and maintenance of fire detection, suppression in inverter stations and substations, intruder alarm with cameras, extinguishers and signage — across Greece, with specialised crews.

Regulatory framework

What governs this type of space

FrameworkFire Service Headquarters Circular 60013/F.701.45.4 of 22-10-2026 (Diavgeia ADA 9ΧΦΞ46ΝΠΙΘ-Ε21), in force since it was posted on Diavgeia (decision §8). It covers ground-mounted solar plants of any capacity. It applies alongside existing legislation and licensing terms; where these are stricter, they prevail (§2.1, §2.4).
ExclusionsFloating plants, PV on or in buildings (roofs, terraces, façades, canopies), small self-consumption systems within a plot, energy storage stations and battery systems (BESS) coupled with a solar plant, which need a separate dedicated fire study (§2.3).
New & existing plantsThe circular applies to new plants. Existing plants adapt, as far as practicable, within three years of its publication, after a survey, site inspection and risk assessment. In a repowering, extension or capacity increase, the new sections must fully comply (§2.2).
Fire studyA fire study by a qualified engineer, including the Fire Risk Assessment Study, filed under article 4 of Fire Service Ordinance 13/2021. The risk assessment is prepared before construction, sets out and justifies the measures, and is updated at least every five years and after any substantial change or fire (decision §4; circular §6).
Fire detectionAutomatic heat and/or smoke detection in inverter stations, medium-voltage switchgear and transformer rooms and the control room, linked to the SCADA or a manned monitoring centre. Linear detectors or thermal cameras are considered for the array field where the risk assessment calls for them (§5.1).
SuppressionAn automatic suppression system in inverter stations and substations — especially with oil-filled transformers — using a non-conductive, non-corrosive agent, where the risk assessment calls for it (§5.2).
Extinguishers & fire blanketPortable extinguishers suitable for live electrical fires (e.g. CO₂ or dry powder) at the inverters, combiner boxes and substation, in the number and positions set by the risk assessment; at least one fire blanket to EN 1869 in the relevant equipment rooms, where present (§5.4, §5.5).
Signage & information pack“PHOTOVOLTAIC INSTALLATION – ELECTRICITY GENERATION” signs at the entrances, equipment rooms and main panels, with an EN ISO 7010 warning that the modules remain live; isolation devices and firefighting equipment marked; a fire-service information pack at the entrance. The means of protection follow Fire Service Ordinance 15/2014 (§5.6, §5.7).
Fencing & buildingsFencing at least 2 metres high with anti-theft and anti-vandalism measures (e.g. intruder alarm with cameras, security lighting); a firebreak at least 3 metres wide along the fence; emergency lighting and escape-route signs in the plant buildings (§3.5, §4.1, §4.4).

Which framework binds a given building depends on the date the building permit was applied for and on its occupancy classification. The binding requirement comes from the approved fire-safety study.

Frequently asked questions

Solar farms — what clients ask us

Does it apply to my existing solar farm?

Yes. Existing plants have three years from the circular's publication (22/10/2026) to adapt, as far as practicable. The first step is a survey, site inspection and risk assessment; that sets the immediate actions, the explicit obligations and the improvements (§2.2).

Does it cover rooftop solar?

No. It covers ground-mounted plants only. PV on roofs, terraces, façades and canopies, floating plants and small self-consumption systems within a plot are excluded (§2.3).

What about battery storage (BESS)?

Battery energy storage systems are excluded from the circular: they need a separate, dedicated fire study, and their interface with the solar plant is examined in both studies (decision §2; circular §2.3).

Do you handle the whole package?

Yes — the fire study and Fire Risk Assessment Study by a qualified engineer, fire detection, suppression in inverter stations and substations, intruder alarm with cameras, extinguishers, fire blankets and signage, across Greece with specialised crews. Extinguisher maintenance is carried out within Attica.
