What governs this type of space
| Occupancy category | Residential (P.D. 41/2018, Ch. B, art. 1). |
|---|---|
| Fire extinguishers | One portable on every floor in the common areas, covering up to 400 m² — otherwise more are added; one in every detached house (1.7.1). |
| Manual fire alarm | In apartment buildings with three or more floors of main use, with call points near the stairs (1.7.2). |
| Fire detection | An automatic system; in buildings of up to three floors of main use, standalone fire detectors (to the manufacturer's specifications) covering at least every bedroom and the kitchen are acceptable instead (1.7.3). |
| Fire hydrant system | In apartment buildings over 28 m high with a floor area over 500 m² (1.7.4). |
| Emergency lighting | On common-area escape routes and at exits (1.4). |
| Existing buildings | Permit applied for before 17-2-1989: there is no legal framework; Circular 31415/2019 gives only recommended measures, with no obligation or penalties. From 17-2-1989, P.D. 71/1988 — or, for newer buildings, P.D. 41/2018 — is mandatory. |
Which framework binds a given building depends on the date the building permit was applied for and on its occupancy classification. The binding requirement comes from the approved fire-safety study.

Frequently asked questions
Apartment buildings & common areas — what clients ask us
Are extinguishers mandatory in an older apartment building?
It depends on when the building permit was applied for. Before 17-2-1989, Circular 31415/2019 gives only recommended, non-mandatory measures. Buildings under P.D. 71/1988 (from 17-2-1989 until P.D. 41/2018) need at least two portable extinguishers in plant rooms with a fire risk; in buildings with 5 or more floors, or with a floor over 500 m², extinguishers are also required in boiler rooms, fuel stores and machine rooms. New buildings (P.D. 41/2018) need one per floor in the common areas. Where they exist, they must be maintained every year.
How often are extinguishers maintained?
Once a year by a Recognised Maintenance Company, with further maintenance and workshop testing in set years (JMD 618/43/2005 as amended). The JMD also recommends routine visual checks by the owner or building manager (location, visibility, legible instructions, damage), at intervals of no more than three months.
Can I rent extinguishers?
Yes — for an annual fee that includes maintenance and replacement, within Attica.
